CONSTERNATION OF THE IACHR OVER ATTACK
IN THE COLOMBIAN CITY OF VILLAVICENCIO

 

            

The Inter-American Commission on Human Rights (IACHR) expresses its consternation at the bomb attack perpetrated in the early hours of the morning of Sunday, April 7, 2002, in the La Granja district of the city of Villavicencio, Meta department, Colombia, which produced at least ten casualties and many wounded.

 

The IACHR has repeatedly pronounced itself on the gravity of the growing number of attacks perpetrated against the civilian population in Colombia.  Such actions flagrantly violate international humanitarian law and could give rise to individual criminal responsibility for the perpetrators and their accomplices at the international level. In light of the information available about the origins and circumstances of this attack, the IACHR must reiterate its firm repudiation of acts of indiscriminate violence intended to cause panic amongst the civilian population, and it trusts that the State should take all the necessary steps to investigate the incident and to bring the perpetrators to justice.
