WORKING SESSION ON IMPLEMENTATION OF INTERNATIONAL HUMAN RIGHTS OBLIGATIONS AND STANDARDS IN THE INTER-AMERICAN SYSTEM

In the context of initiatives within the OAS and the Summit of the Americas process to improve and strengthen the inter-American system for the protection and promotion of human rights, the Inter-American Commission, together with the International Justice Project, organized a one-day working session on March 1, 2003 at OAS Headquarters to address the challenges and possible solutions for OAS member states in implementing their international human rights commitments. The event was comprised of four panels, an introductory panel that provided a context and overview of issues for the session, and three additional panels focusing on legislative, judicial and intra-governmental mechanisms and initiatives to implement international human rights obligations and standards.   

          The session provided a valuable opportunity for collaboration among governments and institutions of the inter-American system to enhance the practical effect of international human rights protections in this region. Panel provided a historical, legal and political context for the conference and outlined some of the main issues, problems and challenges in implementing international human rights commitments, including an overview of previous OAS initiatives on this topic.

Panel provided an overview of the variety of legislative, administrative and policy avenues available to implement human rights obligations, including past experiences as well as new approaches and suggestions.
